The National Disaster Medical System (NDMS) Pilot Program is
identifying opportunities to enhance partnerships between
military and civilian health care systems to improve
military-civilian interoperability and medical surge capabilities
and capacity to care for combat casualties repatriated to the
United States. This session will provide an overview of the pilot
program, activities completed to date, highlight medical surge
readiness and opportunities for improvement in the Sacramento
region based on stakeholder feedback. Attendees will leave with a
better understanding of opportunities and mechanisms to improve
medical surge readiness in California.

Kaiser Permanente embarked upon a journey to standardize
emergency response and research and deploy an incident response
tool which will allow the organization to communicate effectively
in an accurate and timely manner. Join us in a discussion to
review the research, development and implementation process
Kaiser has utilized to adopt and standardize a hospital incident
response system covering eight regions, 42 hospitals and a
national command center. The purpose of the discussion will be to
help others identify technology needs, potential questions,
issues and strategies.

John Riggi, senior advisor for cybersecurity and risk at the
American Hospital Association, a nationally recognized
cybersecurity expert and former FBI cyber senior executive has
been on the forefront in directly assisting health care providers
as they prepare for, respond to and recover from ransomware
attacks. Mr. Riggi will discuss his uniquely informed national
perspective on the rash of recent ransomware attacks, identify
the groups behind these attacks, how hospitals and health systems
have become victimized, and what can be done to prevent these
attacks.
Mr. Riggi will also discuss the impact these ransomware attacks
have had on large systems and small hospitals — from lost data
and revenue to civil and regulatory exposure, loss of community
confidence and, most significantly, impact to patient care
delivery and risk to patient safety.
Mr. Riggi will also discuss AHA’s national call to action to the
federal government to utilize all elements of national power to
“defend forward” and disrupt these ransomware attackers who are
being provided safe harbor in adversarial nations. The government
has heard the call and responded.
An active shooter event is likely one of the worst events that
can happen within a medical facility due to trauma, loss of
potential life, and the continued need for patient care. The
active shooter training within hospital settings will assist
leadership and educators in establishing protocols, training
strategies, community assessment of coverage, and developing a
recovery response plan.

Overview:
Health care workers are particularly at risk of experiencing
workplace violence. The range of potential violence is broad and
can include simple acts of aggression to significant acts of
physical violence. As organizations work to better understand the
dynamics of workplace violence, additional attention needs to be
paid to the effect acts of workplace violence have on our
employees and organizations.
There are nearly 400 Joint Commission-accredited
hospitals/critical access hospitals in California. This
presentation will provide information about:
Preparing for The Joint Commission’s Emergency Management
session.
Interpreting emergency management scoring data which can be
used to identify gaps within your organization.
Understanding the SAFER® Matrix to help your organization
efficiently drive data decisions and prioritize future
improvement efforts.
The presentation will also cover topics gleaned from direct
survey interaction with Joint Commission-accredited hospitals,
such as preparing and drilling for evacuation, cybersecurity, and
workplace violence.
Learn how Huntington Hospital, along with law enforcement and
fire department partners, quickly and effectively planned not
one, but four active shooter training exercises within our
facility in just 4 months. Our education department filmed the
sessions and interviewed staff to create a training video for
those unable to attend, which will be shown during the
presentation. We will share lessons learned and highlight how
hospital leadership and our planning team worked together to
ensure this training was successful for our employees while
minimizing impact on hospital operations.

Learn how UCDH conducted an in-depth inventory of the current EM
program and used a focused self-assessment protocol to identify
and address gaps that can be easily applied to your hospital’s EM
Program. Hear how this collaboration opportunity with
stakeholders increased the success of the EM program, and what
The Joint Commission surveyors thought of these efforts.

This session will provide emergency management personnel with an
overview of hospital evacuation considerations when there are
only minutes to hours to prepare. The life cycle of an evacuation
event will be presented including the Pre-Evacuation, Evacuation,
and Post-Evacuation stages, with a focus on the preparedness and
response actions in each stage. The components of a standardized
evacuation toolkit and recommendations for hospitals/health care
